About Library Membership
FREE library cards are available to all residents of Chester County. An out-of-County fee of up to $20 may apply for outside residents looking for memberships.
How to Get a Card?
For your convenience, there are two different ways to apply for a library card:
- Online: Applicants 18 years or older who live in the Chester County, Pennsylvania may register online.
- In Person: Visit us at 48 South 2nd Street Oxford, PA and apply in person. Parent or guardian must sign and show valid ID for application of a minor under 18 years of age.

A library card gives you access to thousands of materials and services, both in the library and online:
- Borrow books, movies, and more
- Access eBooks, audiobooks, and digital magazines
- Use research databases and learning tools
- Attend free programs and events
- Manage your account, renew items, and place holds online
All included at no cost for Chester County residents.
How do I renew my membership?
To renew an expired card, present identification that verifies your current address at any member library.
Please note: You will not be issued a new library card unless your original card is lost or damaged.
Expired cards cannot be used to borrow or renew materials, place holds, or download e-materials.

Minor’s accounts (under age 18):
When a minor’s turns 18, they must show identification that verifies current address and complete an adult application form to reactivate their account
